A hold is part of the job.

Three immediate stop conditions

1. Structural movement outside the agreed lift sequence: lower the load if safe, isolate the area and request a revised sequence.
2. Unidentified service or material: stop disturbance, preserve the location record and seek identification.
3. Permit or boundary mismatch: keep personnel outside the disputed area until the responsible holder resolves it.

Retained buildings

A retained shell remains a structure. Inspection access, wall stability and falling material need a plan after nearby roofs have gone. In Reserve 9, two shells remain closed for inspection; a photograph of open ground does not make their interiors accessible.

Reporting a near miss

Record location, work face, sequence step, observed change, immediate action and who received the notice. Keep the original record when a correction is appended. Report uncertainty rather than filling a missing time with an assumed one.
